The Sangguniang Kabataan (SK) is an important part of the Philippine government, giving young people a chance to participate in local decision-making and community development. Under Republic Act No. 10742, also known as the SK Reform Act, the SK is expected to follow certain rules and guidelines to ensure that youth leaders act with transparency, accountability, and responsibility. One of the key parts of this law is Section 8, which outlines the specific duties and responsibilities of the SK. This study focuses on the level of compliance of the Sangguniang Kabataan (SK) in Barangay Poblacion 1-A, Imus City, Cavite, with Section 8 of Republic Act 10742. The research uses a quantitative approach, specifically the descriptive method, where data are collected through a survey questionnaire administered to the SK members, who are selected based on their relevance to the study. The results show that the SK in Barangay Poblacion 1-A mostly complies with the responsibilities outlined in RA 10742. They perform well in areas such as creating a three-year rolling plan for youth programs, managing and allocating funds, issuing resolutions, coordinating with government agencies, forming committees, reporting accomplishments to the Sangguniang Barangay, and participating in programs focusing on health, education, livelihood, anti-drug abuse, gender sensitivity, and disaster risk reduction. Additionally, they adopt policies for public disclosure of transactions, appoint secretaries and treasurers, approve internal rules, and set regular meeting schedules. However, the SK shows less compliance in fundraising activities and using funds specifically for youth development projects. Despite this, the vi viii SK is rated as having "Very Much Complied" with an overall weighted mean of 1.23, indicating that they generally fulfill their duties well. The study also highlights the challenges the SK faces in compliance, including inefficiency in feedback mechanisms and limited authority to make impactful decisions. Despite these challenges, the SK benefits from sufficient training and administrative support from the local government, adequate time to focus on compliance activities, strong community support, and sufficient financial and material resources. They also effectively communicate their activities and efforts to the public, ensuring transparency and community involvement. With a weighted mean of 2.40, which corresponds to “Agree,” the SK shows strong internal organization, demonstrating that they perform well in many areas despite the difficulties. In conclusion, the Sangguniang Kabataan in Barangay Poblacion 1-A is doing a good job of complying with RA 10742, though there are areas, such as fundraising and decision-making authority, that need improvement. Nonetheless, their support in terms of training, resources, and community involvement helps them carry out their responsibilities effectively.
