Abstract
The study entitled “Directive Guideline with Voice Assistant Application for
Bacoor Government Center” was developed to address the city hall problems. This
Android-based application aims to develop and improve the assistance of the Bacoor
City Hall to provide functional navigation of designated departments, offices, or rooms
and search for frequently asked questions and answers depending on the visitor's
inquiry. The application also benefits the staff and administrators by automatically
organizing information and instantly accessing the department. Due to the
complication that an individual encounter in locating the offices regarding inquiries, this
Android-based application can also be used to track and locate areas with the use of
a static 3D model navigator map and static voice assistant to orient and familiarize
visitors with the places inside the city hall.
Rapid Application Development (RAD) prioritizes the development and building
of a prototype. RAD will enable developers to swiftly iterate and update software
without having to start from scratch. This ensures that the outcome is more quality-
focused and meets the needs of the end users. Rapid application development has
four phases in the development cycle.
In developing the study, the researchers used hardware tools, including two
laptops. The Acer Aspire 3 was used with the following hardware specifications: a
processor of the Intel® CoreTM i3-7020U CPU at 2.30 GHz, 12 GB of installed RAM,
and an X64-bit Windows 10 operating system, which is highly recommended to create
the document and to develop the system. On the other hand, Lenovo was used with
the following hardware specifications: a processor of the Intel® CoreTM i5-10351G1
CPU @ 1.2 GHz, 8 GB of installed RAM, and a 64-bit Windows 10 operating system.
This device is used to test and present the system.
The system utilized the following development tools: For the programming
languages, Java and C# are used for the logic and functions of the system. The Canva
Pro 2022 platform for the user interface of the system. Researchers used Android
Studio 2022 for the Integrated Development Environment (IDE) tool to create the
system. For the development of the 3D virtual tour, researchers used SketchUp Pro
2022 and Unity 2021 software. Researchers also used Lucid Chart to outline the
diagrams to visually create the logic of the system and an MS Word document for the
documentation of the study. For the testing and implementation of the system,
researchers conducted an actual demonstration of the application to the residents of
Bacoor and used Google Forms for the hybrid evaluation of the IT professionals.
The Android-based application was evaluated by 220 respondents: 10
administrators, 10 IT Professionals, 100 Employees, and 100 Guests. The Admin/MIS
rated the system as excellent with an overall rating of 4.42. The IT professionals rated
the system as excellent, with an overall rating of 4.32. Moreover, the employees rated
the system as excellent, with an overall rating of 4.80. Lastly, the guests rated the
system as excellent, with an overall rating of 4.73. Bacoor Government Center
employees and residents have comments and suggestions that serve as their
feedback on the system.
To improve the system, the researchers suggest including dynamic features,
such as a search function and navigation system, into the Android-based application
in order to ease the residents of Bacoor's access to the specific directive guidelines in
a 3D virtual tour of the system.
