Abstract
The study was conducted from August 2018 to May 2019. The study assessed the Operational Effectiveness of the Violence Against Women Desk in Barangay Molino III, City of Bacoor using descriptive analytical method of research. Specifically, it answered the following questions: first, the demographic profile of the violence against women desk in barangay Molino III, City of Bacoor, Cavite in terms of: functions of the barangay VAW Desk, protocol in handling VAW cases at the barangay level and monitoring and reporting. Third, if there are significant differences as to age, civil status and educational of the respondents. Fourt, the problem encountered in operational effectiveness of Barangay VAW desk in terms of: Functions of the Barangay VAW desk, protocol in handling VAW cases at the Barangay level and monitoring and reporting as perceive by the respondents. Lastly, the proposed measures to improve operational effectiveness of the violence against women desk in barangay III, City of Bacoor, Cavite. The demographic profile of respondent in terms of age, young adult had 71 respondents, Middle adult had 159 respondents. Lastly, late adult had 75 respondents. In terms of civil status, the single women had a total number of respondents of 106, in married women had 146 of respondents, while widowed women with 51 respondents. While in terms of educational attainment., the elementary had 31 number of respondents, in high school with 112 numbers of respondents, College level had 50 numbers of respondents. Lastly, college graduate and graduates’ studies had 56 numbers of respondents. From the Likert scale used in the determination of the level operational effectiveness of the violence against women desk in Barangay Molino III, City of Bacoor, Cavite. In terms of functions of the Barangay VAW desk in general was Effective because the barangay VAW desk performing their functions and it was being organized most specially in victim of violence. Though, there were indicators needed for
the improvement such as assisting victims of VAW in securing Barangay Protection Order (BPO) and access to necessary services. In protocol in handling VAW cases at the barangay level they Effective because the Barangay is properly observed by VAW desk officers as regard to Joint Memorandum Circular 2010-12 given by the DILG in every Barangay in the Philippines. Lastly, monitoring and reporting was effective because the barangay VAW desk was acting with compliance by submission of necessary report on the establishment of their office. The comparative analysis on significant difference as to the operational effectiveness of
the VAW desk in Barangay Molino III, City of Bacoor, Cavite as perceived by the Barangay residents and barangay officials found out that the VAW chose no age limit to be a victim of it and some youth’s perception was matured enough as an adult when pertaining to this issue. The comparative analysis on significant difference as to operational effectiveness of the VAW desk in Barangay Molino III, City of Bacoor, Cavite as perceive by the barangay residents and barangay officials found out that the VAW may inflict regardless of the civil status, even if the married women, a lady and widow women may become a victim of violence. The comparative analysis on significant difference as to operational effectiveness of the VAW desk in barangay Molino III, City of Bacoor, Cavite as perceived by the barangay residents and barangay officials found out that there was a significant difference because our respondents obtained different level of educational attainment such there was elementary graduates, high school graduates, college graduates, graduates studies and undergraduates which implied that their knowledge was not the same how other thinks or the way how others perception toward this matter. From then Likert Scale used in the determination of the problems encountered by Barangay Molino III, City of Bacoor, Cavite in the operational effectiveness of the violence against women desk in terms of function, barangay Molino III encountered least operational problems to ensure its effectiveness when it comes to functions of barangay VAW desk. Next was the protocol in handling VAW cases was Disagree because the implication of it was that the indicators stated was not considered as major problems that encountered in barangay VAW desk. Further, and last was the monitoring and reporting was disagreed, because the barangay VAW desk is immediately submitted and comply the required report of their establishment within their respective area. The measures to improve operational effectiveness of the violence against women desk in barangay Molino III, City of Bacoor, Cavite as the set standards by the Joint Memorandum Circular 2010-02 as set by the Department of Interior and Local Government with the supervision of the Magna Carta.

This undergraduate thesis, completed at Cavite State University – Bacoor City Campus in May 2019 under the advisership of Mr. Clinton G. Bedso, assessed the operational effectiveness of the Violence Against Women (VAW) Desk in Barangay Molino III, City of Bacoor, Cavite. Conducted from August 2018 to May 2019, the study employed a descriptive-analytical method to: (1) describe the demographic profile of respondents; (2) assess the effectiveness of VAW Desk functions, protocols, and reporting; (3) identify significant differences in perceptions based on age, civil status, and educational attainment; (4) determine problems encountered; and (5) propose measures for improvement. The findings indicated that the VAW Desk was generally effective in its functions, protocols, and reporting, though improvements were needed in assisting victims with protection orders and service access. Differences in perceptions were linked to respondents' educational attainment. The study recommended adherence to national standards and further capacity-building for enhanced VAW Desk operations.
